Abstract
The author examines some of the legal aspects of the new policy measures announced in 1991 by the Government of India concerning the liberalisation of foreign investment in India. The author discusses both legal and non-legal factors that foreign investors but positively and negatively. The author concludes that though the new measures to deregulate foreign investment are most welcome, from a legal point of view, they lack the precision, certainty, duration and enforceability of provisions in a statute.
