Abstract
This piece critically analyzes the 'Package Deal' from the Eleventh Session of the ITPGRFA Governing Body in November 2025. It explores how expanded crop listings, Digital Sequence Information (DSI) inclusion, and a subscription benefit-sharing model mark a shift from a rights-based sovereignty regime to a centralized management framework. Using a Third World Approaches to International Law (TWAIL) perspective, the analysis contends these reforms risk entrenching asymmetric power dynamics, weakening Global South seed sovereignty, and favoring administrative ease over distributive justice.
