Abstract
The United Nations Security Council adopted Resolution 2803 with 13 votes in favour and two abstentions from Russia and China. However, the Resolution is silent on the consent of Palestinians, either through the state of Palestine or the Palestinian Liberation Organisation (PLO), for the administration through BoP and deployment of ISF forces in their territory.
