Abstract
Many Decisions and Declarations have been mandated upon the State parties in the past but are they binding? This articles enagages with the issue that whether the Nairobi Decision on Export Competition in particular, which mandated the State parties to eliminate the export subsidies with few exceptions, is legally binding on them or not?
