Abstract

This policy submission by the Centre for Labour Studies (CLS), NLSIU provides a comprehensive legal critique of the Draft Shram Shakti Niti 2025, India's proposed National Labour and Employment Policy. The document targets structural gaps within the national draft, arguing that its aspirational employment generation goals lack concrete statutory linkages to enforce fair working conditions across the formal and informal sectors. To bridge these regulatory gaps, the submission recommends integrating binding social security frameworks directly into national economic plans, establishing strict legal safeguards against algorithm-driven gig employer exclusions, and aligning national upskilling initiatives with the Minimum Wages Act to protect vulnerable and contract workers from exploitation.
