Abstract
S. 121 deals with an attempt to wage wars and S. 130 deals with an attempt to rescue a prisoner of war. These sections neither define attempt nor provide any guidelines as to what constitutes attempt. "If one were to construe s. 511 strictly as a residuary provision then none of the ideas contained therein would be applicable for interpreting what constitutes an attempt to wage war or rescue a prisoner of war."3
