Abstract

In an attempt to address the problems of 24 million internally displaced persons across the world, the author in the present article argues that there is an urgent need to broaden the term 'refugee' in international law from a rights oriented perspective. This however. is only a starting point. Ultimately, only political will and action of states can lead to the realisation of effective solutions.
